Kyoto University established the Disability Resource Center within the Student Support Center (SSC-DRC) as a center dedicated to the support of students with disabilities. The DRC serves as a contact point, , providing necessary resources for students with disabilities to study and conduct research at the University. The approach of the DRC is to seek out options and approaches based soundly on dialogue between the students themselves and the instructors and other staff who work with them.

The role of the DRC is to approach “disability” on the basis of the social model of disability, in which disability is deemed to be an artifact of society or the environment (social barriers, etc.), rather than an aspect of the individual. Consultation and support are offered regarding the social barriers that emerge within the environment of a university focused on education and research, using dedicated knowledge, expertise, equipment and technology.
